This document provides the response from the Long Crendon Parish Council (LCPC) and the Long Crendon Neighbourhood planning steering group (LCNPSG) to the Bucks Local plan informal site engagement as indicated on the Buckinghamshire website (at https://www.buckinghamshire.gov.uk/planning-and-building-control/planning-policy/local-planning/buckinghamshire-local-plan/).

This feedback covers points that are wider than the individual sites and as such does not readily fit within the confines imposed by the yourvoicebucks.citizenspace.com portal, though our comments on specific individual OPUS sites below are copies of information that will be also posted via that portal (hence there is some repetition).

The main elements covered by this feedback are:

  • General comments on the Housing, economic and Land Availability Assessment (HELAA) methodology

  • Comments on why the level of new dwellings implied by the HELAA are unrealistic

  • Specific comments on the sites identified within the HELAA within the Long Crendon Parish

HELAA methodology

We have the following concerns on the HELAA methodology which appears to:

  • Have been a desktop-level analysis with limited local knowledge or nuance.

  • Be very limited on traffic, heritage, and flood risk considerations

  • Take no meaningful consideration of infrastructure aspects (or modelling) for schools, sewerage, and healthcare)

    • Sewage being especially relevant here as one of the cited in the HELAA methodology’s list of physical constraints that should be considered in the initial survey stage and the fact that the Bucks Sustainability Appraisal Note (section 14) notes that the Long Crendon Sewage works has limited capacity for further growth in the local plan period.

  • Include previously rejected sites without looking at the reasons for their previous rejection. One site in particular the Council spent considerable amount of money, time and effort fighting and winning against a predatory developer.

  • Have been applied inconsistently or involved judgements not specified in the methodology, in particular

    • There are inconsistencies in landscape harm assessments, the HELAA methodology doesn’t specify this requirement in any detail other than broad location being within the National Landscape, which appears vague and undefined.

    • ‘Settlement pattern’ and ‘unsustainable location’ have been used as a contributing reason for rejecting many sites (222 of the 780 sites in the spreadsheet for ‘Settlement pattern’ and 192 of the 780 sites for ‘unsustainable location’), despite no mention or specification of these as criteria in the HELAA methodology.

    • ‘Unacceptable harm on landscape’ and ‘unacceptable intrusion into the open countryside’ appear to have been applied to some sites and not others without any clear justification.

  • Not considered overall ‘sustainability and deliverability’

    • Arguably the fact that the spreadsheet identifying sites in Long Crendon (for approx. 418 new dwellings) has not considered key constraints that would prevent this being delivered or the strains that this would put on existing road and Sewage Treatment infrastructure, current school places and other village services

Because of this we believe that the site assessment produced to date in the spreadsheet at https://www.buckinghamshire.gov.uk/documents/40431/2026-02-16_-_HELAA_Sites_1.xlsm to date are flawed, and cannot be relied on in any useful way, furthermore many of these assessments are inconsistent with the initial site assessments already carried out by the Long Crendon Neighbourhood planning steering group (LCNPSG).

We are currently at an advanced stage of developing a revised Neighbourhood Plan for Long Crendon which is expected to be ready for a village referendum this summer. In the light of this and the apparent inconsistency of the initial Bucks Local Plan assessments and the omission of key factors/dimensions from the HELAA methodology (which will materially affect the validity of several of the conclusions in the Bucks Assessments) we would prefer that none of the sites be ruled “suitable” or “unsuitable” at this stage.

To provide the relevant level of local knowledge and input, LCNPSG are using our detailed specific methodology that places strong emphasis on how sites contribute to a positive neighbourhood master plan.

This methodology goes into more detail in assessing the suitability of sites based on several factors designed to meet specific objectives and to work within the key identified constraints for Long Crendon (Traffic volumes, infrastructure capacity) This assessment is based on the following:

  • Maintaining the rural character of the village via assessment of factors on:

  • Impact on the conservation area and heritage elements of the village

  • Protection and potential to improve green and open spaces in the village

  • Impact on existing rural character of the village and limiting landscape harm

  • Reducing rather than intensification of traffic pinch points in the village (by either keeping traffic away from the centre of the village and/or containing/controlling traffic flows to the main arterial roads) to encourage sustainable growth in our rural settlement and be consistent with planning principles regarding traffic and social cohesion in small settlements.

  • Ensuring development suitability via assessment factors on:

    • Proportionality in meeting the village growth targets in a steady/sustainable way without overstretching the village infrastructure and amenities and detracting from the sense of community

    • Settlement pattern to ensure that new developments are well connected to and in suitably proximity to the existing village, and do not erode boundaries/ gaps to other towns and villages

    • Flood risks to specific sites and the minimisation of flooding risks to other areas in both the near and longer term

    • Provision of suitable access points to new sites

    • Infrastructure capacity support (roads, drainage, sewage, other utilities and services, footpaths and parking)

  • Minimising environmental impacts via assessment factors on:

    • Biodiversity impacts (or ideally improvements)

  • Maintaining or improving the village sense of community via assessment factors on:

    • Impact on school capacity and catchment area

    • The potential to maintain and where possible enhance village amenities via provisions for improvements and additions of village amenities such as sports/football pitches and facilities, doctor’s surgery, children’s play areas, cycle paths, additional footpaths, publicly accessible green space

  • Maintaining and where possible enhancement of local services via assessment of:

    • The ability/potential to provide or improve employment/work opportunities and village services (healthcare facilities, school & nursery capacity, support for the elderly, library etc)

Having carried out our own initial assessments on suitability we are about to commence a much more detailed assessment of strategic spatial combinations of all these sites in consultation with potential developers covering a wider range of criteria including what will be delivered on any suitable sites as follows

  • Development design suitability and quality via assessment factors on:

    • Meeting specific local village housing needs (more affordable, starter and retirement/downsizing housing vs estates of ‘executive homes’)?

    • Site Layouts: the provision of attractive, visually unobtrusive, well-spaced designs with suitable greenery/planting provisions

    • The creation of safe and inclusive contact zones

    • The preservation and extension of green corridors

    • Minimising of negative impacts on nearby existing residents both in the final design/layout and considerate controls during construction

    • The use of sustainable building practices

  • Minimising environmental impacts via assessment factors on:

    • Energy efficiency of proposed developments (both site specific and potentially for the village as a whole)

    • The sustainability of proposed building materials (e.g. via minimising the use of concrete and maximising more sustainable materials like wood)

  • Amenity provision via assessment factors on:

    • The provision of and/or contribution to amenities such as sports/football pitches and facilities, the doctor’s surgery/wellbeing centre and children’s play areas

    • The provision of continuity of walking and cycling routes

    • The provision of local, low-threshold community spaces

These two stages of assessment will form the basis of our final plan for adoption.

We would be happy to discuss these points and where relevant share any further details of our approach if it would help Bucks to improve their overall methodology.

The level of implied additional housing arising from the for the Long Crendon Parish

As it stands the sites deemed as ‘suitable’ for the Long Crendon Parish in the spreadsheet of HELAA sites (https://www.buckinghamshire.gov.uk/documents/40431/2026-02-16_-_HELAA_Sites_1.xlsm) indicates approximately 418 new dwellings to be accommodated in the Parish.

There are significant issues in terms of proportionality of this number and the wider implications of this scale of development, especially given key constraints that have been identified (notably in the areas that the current HELAA methodology is very weak in considering).

Proportionality

Bucks Council has previously rejected sites in Long Crendon on the basis that they would represent disproportionate growth, but Long Crendon has still grown by around 8% over the last 10 years in line with the numbers set out in the current Neighbourhood Plan.

The sites deemed ‘suitable’ in the current HELAA represent a further increase of approximately 38% increase in the size of the village which is far beyond any reasonable definition of what could be considered proportionate for a rural village, since it would fundamentally alter its character, setting and infrastructure balance.

Whilst we believe that 418 new dwellings isn’t proportionate, nor deliverable within the main constraints in the village, we do believe that once we have completed our assessments for our new Neighbourhood plan (as noted above in the Methodology section) then we will be in a position to provide a more realistic evidence based target for the numbers of new dwellings for Long Crendon by the summer.

Traffic

Long Crendon as a village currently suffers from traffic issues and attempts to scale the village of the order suggested by the HELAA will only make this more acute.

In their consideration of the current outline planning application for 97 new dwellings on OPUS 377 (PL/25/6024/OA) the Bucks Traffic and Highways Management response has pointed out that this many dwellings will cause traffic problems between Pinners Way and the Chearsley Road (which is a C class rural road with known constraints, narrow pavements, and school related congestion) and will most likely exceed the capacity of the Bicester/Chearsley road roundabout at the Square in Long Crendon. This provides clear, technical evidence that the local road network is already operating at or beyond capacity. The Council’s own modelling shows:

  • The Chearsley Road / Bicester Road / The Square mini‑roundabout is forecast to operate over capacity in the 2035 PM peak even without additional development.

  • With development traffic added, the junction reaches RFC 0.97 and delays of around 60 seconds, confirming that the network cannot absorb further growth.

  • The Highways Authority explicitly states that the development “exacerbates both delays and queuing” and that mitigation is required to bring the junction back within acceptable limits.

Therefore if 97 new dwellings in this area would hit traffic limits, then clearly the suggested number of 418 in this sector of the village will be impossible to deliver due to the resulting volume of traffic in the village.

Infrastructure Capacity

Infrastructure capacity more generally also requires careful consideration, in particular Water and wastewater infrastructure constraints are significant issues for Long Crendon.

Thames Water have confirmed that the Long Crendon Wastewater (Sewage) Treatment Works (WWWT) has limited capacity and that upgrades will be required to accommodate new dwellings. In their response to the outline planning application to OPUS 74 (PL/25/5099/OA) they identified the inability of the existing Sewage Treatment Works infrastructure to accommodate an additional 120 new dwellings, yet no upgrade works are planned for the period 2025–2030 or can accommodate the potential waste water increase due to the 38% increase in housing.

Furthermore, in their consultation response to the outline planning application for OPUS 377 (PL/25/6024/OA) confirms that:

  • The existing water network cannot accommodate the needs of new development.

  • Major network reinforcement works would be required before occupation.

  • Without upgrades, development may lead to no or low water pressure in the village.

Therefore, there are clear constraints on both the water supply and wastewater management systems that would currently restrict the number of new dwellings that can supported in Long Crendon. Furthermore, Thames Water’s published AMP7 and AMP8 investment programmes list numerous treatment works scheduled for expansion or improvement, but Long Crendon WWTW is not included in any planned upgrade programme for 2025–2030.

The constraints again mean that the suggested number of 418 new dwellings in the Village is certainly unrealistic in the short term will require unidentified extra funding to even be considered in the longer term.

School Capacity

This point is related to the overall numbers of new dwellings but appears not to have been factored into the Bucks HELAA methodology which makes no mention of school capacity as an important element of ‘joined up’ local infrastructure required to support any new developments.

The village primary school, even after recent development is already operating close to its capacity as a one Form Entry school, i.e. 210 places.

Significant growth of the village (especially of approx. 400 new dwellings) is therefore likely to trigger the need to expand this to a two-form entry school, even considering falling birth rates.

Any meaningful expansion without compromising play space, safeguarding, or operational functionality would be difficult.

On the reasonable assumption that the education authority would prefer a single expanded school rather than two separate schools within the parish, it follows that growth at this scale will require land capable of accommodating either a physical expansion of the existing school or provision of a new school site that is well integrated with the settlement.

Long Crendon has no secondary school. The village relies almost entirely on Lord Williams’s School in Thame, which Is already operating at or near capacity and faces challenges from housing increases across its wider catchment area. Lord Williams is in Oxfordshire and will require Bucks County Council to plan with Oxon to address the additional pupils due to the 38% increase in housing.

Additional development in Long Crendon would increase pressure on secondary places, implying the need for expansion of this school or requiring pupils to travel further afield, increasing car dependency and undermining sustainable transport objectives.

Healthcare access

Like School capacity this point is related to the overall numbers of new dwellings but appears not to have been factored into the Bucks HELAA methodology which makes no mention of healthcare capacity as an important element of ‘joined up’ local infrastructure required to support any new developments.

Healthcare provision in and around Long Crendon is already operating at or near capacity.

The scale of development suggested from the HELAA analysis would place additional pressure on services that cannot accommodate further growth without significant investment and expansion.

The NHS Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board (BOB ICB) has consistently highlighted that primary care capacity is under pressure across the region, and that new development must demonstrate deliverability of healthcare mitigation., but at present no such expansion is planned or funded.

HELAA site assessments

The spreadsheet at https://www.buckinghamshire.gov.uk/documents/40431/2026-02-16_-_HELAA_Sites_1.xlsm provides the current assessment of the sites under consideration. Our comments below are limited to those sites specifically in the Long Crendon Parish, though it could well be that some of them may apply to other sites in the list. These have been split into those sites deemed suitable and unsuitable in the current HELAA assessments and ordered in line with where they appear in the spreadsheet.

Sites Deemed Suitable

OPUS 323 – Land off Drakes Drive

The assessment shows that this is deemed a suitable employment site

This is identified as LCS08 for the LCNP and is currently under consideration for mixed commercial and leisure use, though it’s suitability will be limited since part of the site is in the flood plain, so at best it should only be partially suitable (though it should be noted that Bucks HELAA methodology only applies flood risk if the majority of the site is in the flood risk area is a less than adequate view). In addition to the potential provision of leisure facilities this site could also provide some further benefits in terms of contribution to walking and cycle routes between Long Crendon and Thame.

Additional points on this site that are pertinent to our (LCNPSG) methodology are:

  • The site has potential to strengthen the north–south pedestrian flow between Drakes Drive and the Thame–Long Crendon desire line.

  • Any employment or leisure use should incorporate public-facing edges, small community-oriented frontages, and safe pedestrian permeability to avoid creating a sealed-off commercial island.

OPUS 377 Land at Madges Farm, Chearsley Road

The assessment shows that this is deemed a suitable site for up to 273.6 dwellings.

This site is identified as a combination of LCS02 and LCS03 for the LCNP and as such will be under consideration for potential housing as part of the strategic spatial options therein. However, there are many further factors that we believe should be considered for both this site and others around the village which means that this Bucks Assessment of suitable for 273.6 new dwellings is likely to be inappropriate.

An outline planning application has already been submitted for (the LCS03) part of this site nominally for 97 dwellings and this is currently being assessed by Bucks, but of note in this assessment are the following:

  1. Traffic and Highways have pointed out that this many dwellings will cause traffic problems between Pinners Way and the Chearsley Road (which is a C class rural road with known constraints, narrow pavements, and school related congestion) and will most likely exceed the capacity of the Bicester/Chearsley road roundabout at the Square in Long Crendon. Furthermore, when the previous application for Greenings for 47 dwellings was made, the Highways Officer noted (in their response to application 15/02806/AOP) that the access design would not be fit for purpose should further development be proposed.

  2. Heritage comments that the proposal would result in harm to the special character of Long Crendon Conservation area (CA); and therefore, the harm identified would need to be weighed against the public benefits of the proposed development in line with local and national policy. This is in stark contrast to other sites that have been deemed unsuitable on what appears to be far less grounds on harm to the landscape and special character.

  3. The proposal also conflicts directly with policies in the current Vale of Aylesbury Local Plan; in particular

  • Policy S1 Requires growth to be directed to the most sustainable locations and to protect the intrinsic character of the countryside.

  • Policy S2 Limits development in larger villages to appropriate and proportionate growth consistent with character. This proposal is clearly not proportionate.

  • Policy S3 Restricts development outside defined built-up areas unless specific countryside exceptions apply, which this proposal does not satisfy.

  1. Several of the comments made against other sites around the village to justify their “unsuitable” rating apply equally to this site. For example: out of character, settlement pattern, unacceptable harm on landscape and unacceptable intrusion into the open countryside. There appears to be no justification why these comments have been applied to some sites and not others.

A development of this scale (either up to 273 dwellings noted in the Bucks assessment, or the 97 in the current outline proposal) could form a new settlement mass detached from the historic village centre unless it provides high-quality walking and cycling integration, which could well be settlement pattern issue that has been used elsewhere in Bucks assessments to deem some sites as not suitable.

As with all other sizeable sites in the parish, there are question marks on the Wastewater (sewage) capacity of the village as well as impacts on the School and Healthcare capacity to support this.

There are many further factors that we believe should now be considered for both this site (including potential flood risk concerns in other parts of the village as a result of this site compounding existing run off issues from the existing Greenings site) and others around the village which means that this Bucks Assessment of suitable for 273 new dwellings is likely to be inappropriate.

We are currently at an advanced stage of developing a revised Neighbourhood Plan for Long Crendon which is expected to be ready for a village referendum this summer. In the light of this and the apparent inconsistency of the initial Local Plan assessments we would prefer that none of the sites be ruled “in” or “out” at this stage. Having carried out our own initial assessments we are about to commence a much more detailed assessment of all these sites in consultation with potential developers covering a much wider range of criteria including amenity provision, site layouts, mix of housing types, environmental impact, etc and this will form the basis of our final plan for adoption.

OPUS 653 Land off Chilton Road

The assessment shows that this is deemed a suitable site for up to 102.7 dwellings

A previous application on this site was made in 2015 (ref 15/02670/AOP), for up to 75 dwellings which was refused for the following reasons:

  • The proposal would result in the development of a Greenfield site which would result in an obtrusion into open countryside with significant adverse impacts on the rural character and appearance of the site and its surroundings, the character of the street scene, the character and setting of the village and the special character and qualities of the designated Brill-Winchendon Hills Area of Attractive Landscape.

  • Furthermore, the indicative density and layout of the proposal would fail to respect or complement the established character of the settlement. The proposal is therefore contrary to policies GP35 and RA8 of the Aylesbury Vale District Local Plan and NPPF advice in respect of taking account of the different roles and character of different areas, making effective use of land, protecting the intrinsic character and beauty of the countryside, conserving and enhancing the natural environment and securing high quality design. In the context of paragraph 14 of the NPPF, these adverse impacts of the proposal would significantly and demonstrably outweigh the identified housing, economic and social benefits.

This decision was taken to appeal and again refused. Since there is no material change in circumstances from this decision (which in effect is harm to the landscape and local character) other than this assessment increasing the number of proposed dwellings to 102 then this site should be deemed unsuitable.

A development of this scale could form a new settlement mass detached from the historic village centre, which could well be settlement pattern issue that has been used elsewhere in Bucks assessments to deem some sites as not suitable.

The Local Plan assessment of this site is inconsistent with others in the HELAA on landscape harm and several other points.

There are many further factors that we believe should now be considered for both this site and others around the village which means that this Bucks Assessment of suitable for 102.7 new dwellings is inappropriate.

OPUS 5000 College Farm, – Parcel 2

The assessment shows that this is deemed a suitable site for 42.4 dwellings

Whilst this site has the potential to be suitable, there are still factors that need to be considered before it could be deemed as such, in particular

  1. traffic impacts – the site adjoins the same Chearsley road as OPUS 377, where it was noted that the extra traffic on this road (C class rural road with known constraints, narrow pavements, and school related congestion) would exceed the capacity of the Bicester/Chearsley road roundabout at the Square in Long Crendon, whilst this site is smaller than OPUS 377 there will still be some impact from this that may impact it’s suitability, unless the site is designed with strong off-road pedestrian connections back to the rest of the village. This factor will also be compounded when considered alongside OPUS 377

  2. as with all other sizeable sites in the parish, there are question marks on the Wastewater (sewage) capacity of the village

  3. The Local Plan assessment of this site is inconsistent with others in the HELAA on landscape harm and several other points. Several of the comments made against other sites around the village to justify their “unsuitable” rating apply equally to this site. It is also of note that this record applies to College Farm – Parcel 2, but there is no reference to anything called College Farm – Parcel 1 either within the ‘suitable’, ‘unsuitable’ or ‘suitability to be confirmed’ sites.

Sites Deemed Unsuitable

OPUS 74 Land to south of Long Crendon Sewage Treatment Works, Thame Road

The assessment shows that this is deemed as unsuitable as an employment site

The reasons for deeming this as unsuitable due to being out of character, settlement pattern and unacceptable harm to the landscape are far from clear and don’t seem to be based on any local knowledge.

Whilst it may potentially be out of character to use this as an employment site, that will depend on the details of any proposed employment that is put forward, therefore dismissing it on these grounds is premature.

The assessment entirely misses the site’s potential to provide

  • Some local inter connectivity to other potential sites

  • Porosity and release pressure from the bottlenecked routes through the village

  • Community-focused employment uses that could create valuable semi-public edges and relieve reliance on the Square for daily services and informal meeting space.

Consequently, the site will be considered to some extent as part of the strategic spatial options as we develop the Long Crendon Neighbourhood plan.

Dismissing it on the grounds of settlement pattern is also inconsistent with other assessments (e.g. no mention of settlement pattern has been made against OPUS 653 – deemed suitable by the Bucks assessment or OPUS 159 – deemed unsuitable by the Bucks Assessment, which are both outside the current Neighbourhood plan settlement boundary and are further from the village centre.

The other reason of unacceptable harm to the landscape, clearly has been made without seeing the site, which is currently a field of brambles on flat ground that is not particularly visible for any key points.

There are many further factors that we believe should now be considered for both this site and others around the village which means that this Bucks Local Plan Assessment is inappropriate.

We are currently at an advanced stage of developing a revised Neighbourhood Plan for Long Crendon which is expected to be ready for a village referendum this summer. OPUS 159 Land north of Drakes Drive

The assessment shows that this is deemed as unsuitable as housing site based on unacceptable harm to Landscape.

Dismissing this site based on unacceptable harm to the landscape seems to have been made without any local knowledge and is inconsistent with other Bucks assessments in this HELAA.

A comparison with OPUS 653 is a good example of this, which the BUCKS HELAA assessment has deemed as suitable, even though that site is the highest point around the village and dominates the landscape in the area.

Furthermore, this is another example where the Bucks Assessment appears not to have considered any traffic implications. Long Crendon is generally challenged with the amount of traffic that currently goes through the village on the Bicester to Thame Road and the potential bottlenecks that arise from the Chearsley and Chiltern roads feeding into this.

This site has the potential (subject to the provision of suitable access) to allow for increase in housing to the village whilst minimising the impact on village traffic, as much of the traffic from this site is unlikely to have to go through the village centre. Thus, to deem this as unsuitable at this stage seems to ignore local knowledge and traffic issues.

The Local Plan assessment of this site is inconsistent with others in the HELAA on landscape harm and several other points. Several of the comments made against this site to justify its “unsuitable” rating apply equally to other sites around the village. For example: out of character, settlement pattern, unacceptable harm on landscape and unacceptable intrusion into the open countryside. There appears to be no justification why these comments have been applied to some sites and not others.

There are many further factors that we believe should now be considered for both this site and others around the village which means that this Bucks Local Plan Assessment is inappropriate.

OPUS 3239 Land off Frogmore Lane

The assessment shows that this is deemed as unsuitable as housing site based on unsuitable access, unacceptable harm to heritage assets, unacceptable harm to landscape and unacceptable intrusion into the open countryside.

In this case the desktop assessment seems to have picked up the key points.

OPUS 3305 Reddings Farm, Sandy Lane

The assessment shows that this is deemed as unsuitable as housing site based on unacceptable harm on heritage assets, Settlement pattern and Unacceptable intrusion into the open countryside.

Whilst this assessment may turn out to be correct, it is far from being as clear cut as noted here.

The site is not in the current conservation area, so unacceptability on the grounds of harm to Heritage assets is debatable, though the other two factors may be relevant.

Again, there is no mention made on the traffic implications of this site, which could be problematical due to its location on the relatively rural Sandy lane that doesn’t currently have suitable pavement access and has a narrow and steep corner.

The Local Plan assessment of this site is inconsistent with others in the HELAA on landscape harm and several other points. Several of the comments made against this site to justify its “unsuitable” rating apply equally to other sites around the village.. For example: out of character, settlement pattern, unacceptable harm on landscape and unacceptable intrusion into the open countryside. There appears to be no justification why these comments have been applied to some sites and not others.

OPUS 3330 Land at Frogmore Lane

The assessment shows that this is deemed as unsuitable as housing site based on settlement pattern and unacceptable harm on Landscape

Whilst settlement plan and harm to landscape are relevant factors here, the reasons for unacceptability of this site do not mention anything about the access problems (despite this being one of the criteria mentioned in the HELAA methodology). Since this site is on Frogmore Lane, which in places is effectively a single-track road with and little or no pavement provision then this would be the major factor for deeming this site unsuitable.

As another example on the inconsistency of these assessments there is no mention of the impact to Heritage assets of this site, even though part of it is in the conservation area.

OPUS 5237 Land at the Sheilings, Westfield Road

The assessment shows that this is deemed as unsuitable as housing site based on unsuitable access, backland development, settlement pattern, out of character and unacceptable harm on landscape.

In this case the desktop assessment seems to have picked up the key points, though it is unclear what is meant by ‘backland’ development.

Summary

We hope that these points of feedback on:

  • The overall Housing, economic and Land Availability Assessment (HELAA) methodology;

  • Why we believe the level of new dwellings implied by the HELAA are unrealistic and;

  • Specific identified within the HELAA within the Long Crendon Parish,

are useful to you and would like to take this opportunity to reiterate our willingness to discuss these points and where relevant share any further details if it would help Bucks in developing the Local plan.

Press Release from Buckinghamshire Council

19 June 2024

Countywide grass cutting and weed spraying programme is underway

In recent weeks, council crews have been busy working across the county as the annual programme of grass cutting and weed spraying gets underway.

Grass and roadside vegetation has grown even faster than usual for this time of year, following the very wet winter and ongoing spells of heavy rain throughout spring, together with periods of sunshine. To deal with this exceptionally fast growth, the council has brought in additional grass cutting crews.

Three rounds of cuts are scheduled at rural road junctions this year, in order to maintain good visibility for road users, with the first now completed. Two cycles of urban verge cuts are also programmed to take place in areas where this service has not been devolved to parish and town councils. The first urban cutting cycle has begun. Additionally, crews will be attending locations across the county where reports have been made of roadside cuts being needed to maintain road safety. To date more than 150 of these reactive cuts have taken place with crews primed to go out when new issues are reported on Fix my Street.

In addition to grass cutting, work is also in progress to tackle the growth of weeds alongside footways. Two cycles of weed spraying will be carried out across the whole county on all public footways over the coming months, as well as ‘siding out’ at targeted locations. This is the process of clearing edges of footways where weeds and vegetation have grown through. Crews will use Glyphosate to spray weeds. The chemical is not harmful to people or animals and can be used safely close to water courses. The spray is applied in a fine mist, in very small doses and starts to work within an hour of application. It can only be applied during dry weather.

Richard Barker, Buckinghamshire Council’s Corporate Director for Communities said: “Our crews will be working hard across coming months to keep on top of grass and weed growth around the county. Our inspectors regularly review all locations, but we would ask residents who spot areas where they feel the growth is making it difficult for road users, to report these to us via Fix My Street so we can investigate further and take quick action where needed.”

“Have your say about”

Waddesdon Area Freight Zone

Long Crendon Parish Council was first made aware of the existence of this scheme on the 12th January through the acuteness of one of our Councillors. As a result we were represented at the first “Public drop-in event” in Ashendon Village Hall on the 17th January.

The findings were discussed at last evenings LCPC meeting and the decision made to let our residents and business holders know what is being proposed as this will increase the number of HGV’s travelling through the village.

We encourage as many people as possible to get involved by attending the next drop-in event at Ashendon Village Hall on the 27th January (10.00am to 5.00pm) to find out more but whether you are able to do that or not, to have your say by using the online survey at:- https://yourvoicebucks.citizenspace.com/roads-parking/waddesdon-area-freight-zone-consultation/

To see other information here is the link to the Bucks Council Press release:- https://www.buckinghamshire.gov.uk/news/have-your-say-on-the-proposed-waddesdon-freight-zone/

and the Bucks Free Press article on the matter:- https://www.bucksfreepress.co.uk/news/24035715.crackdown-hgvs-driving-bucks-villages-planned/

The Long Crendon Parish Council is in the process of checking the data used in this survey which relates to Long Crendon and will question the findings if we find any anomalies.

UPDATE ON DOCTORS SURGERY PROJECT 17th October 2023

Greg Smith MP raised the project again on the floor of the house of Commons today. The initial transcript of that engagement is reproduced below from HANDARD.

Previous debate Next debate

This debate is sourced from the uncorrected (rolling) version of Hansard and is subject to correction.

Greg Smith

(Buckingham) (Con)

8. What recent assessment he has made of the adequacy of the level of access to GPs in rural communities. (906551)

The Parliamentary Under-Secretary of State for Health and Social Care

(Neil O’Brien)

We have increased funding for general practice by about a fifth in real terms since 2018. We have increased the workforce by about 30% since 2019 alone, with 2,000 extra doctors and 31,000 extra clinicians going into general practice. With the hard work of GPs, that has enabled about 15% more appointments than before the pandemic. In rural areas we are going further with things such as the targeted in-house recruitment scheme and the elements of the funding formula that favour rural areas.

Greg Smith

I am grateful to my hon. Friend for that answer, but I have repeatedly raised with Ministers the specific case of an innovative model from Long Crendon Parish Council to use land secured through planning gain to replace Long Crendon Surgery, which closed during the pandemic. There is an agreement for Unity Health to provide primary care services there, but no money to physically build. My right hon. Friend the Secretary of State has advised consistently that the money be sought from the integrated care board, but after prolonged talks it has said that there is no money. Will the Minister look at this innovative model again? It is a great way of building rural GP provision in the future, with a mind to his Department making it happen.

Neil O’Brien

I will absolutely look closely at that specific case. My hon. Friend has put a huge amount of work into Long Crendon. As he knows, we are already changing the national planning policy framework to enable more developer contributions to flow into such innovative projects. We have more GP practices than we did in 2010, but we continue to look at ways to go further.

FUNERAL OF QUEEN ELIZABETH II – 19 SEPTEMBER 2022

The Baptist Church in the High Street Long Crendon will live-screen the state funeral of Queen Elizabeth II on Monday 19th September 2022. Doors open at 09:00 for those who might like to watch the build-up and refreshments are available until 10:30 and then again after the funeral itself which starts at 11:00. All members of the public are welcome to join the screening as a community.

13 September 2022 – Want to have a say in the future of YOUR village?

Long Crendon Parish Council and the next Neighbourhood plan beyond 2023.

It’s been almost 5 years since the current Long Crendon Neighbourhood Plan was finalised and in this time that plan has helped us successfully shape the village the way WE want it.

We are now looking forward to creating the next iteration of the plan to take us beyond 2030.

The current plan was divided into 2 phases, 2013-2023 and then 2023-2030, to help balance the knowledge we had at the time of its creation in 2015/16 with our expectations of what ‘might be’ beyond the current planning ’horizon’. The plan to 2023 has served us well and it now means that the plan needs updating to now take account of the changes that have been implemented in the last few years and the refinements made to the Vale of Aylesbury Local Plan.

To do this we’ll need to pull together a strong Steering Group to work alongside the Parish Council to combine the requirements from Bucks County Council with the village needs.

So … if you want to have your say, be part of crafting the vision for the future of the village; and want to look at options for housing and amenities in and around the village and want to influence how we engage the wider community … we need to talk!

We want to kick this exciting initiative off in the next month so please contact Greg Lismore, Parish Clerk (longcrendonpc@gmail.com), or Phil Rose and / or come along to the next Parish Council meeting to hear more and meet the rest of the team.

SAFEGUARDING ADULTS WEEK – November 2021

Safeguarding Adults Week (15th – 21st November) is a national awareness week which aims to help organisations and individuals to feel confident in recognising signs of abuse and neglect, and how to record and report their safeguarding concerns.

This year the week focuses on how everyone can help to create a safer culture by taking steps to minimise harm occurring in the first instance, whilst also ensuring correct policies and procedures are in place. Follow #SafeguardingAdultsWeek on social media to get advice on specific safeguarding issues including emotional abuse, the use of language, digital safeguarding, and creating safer organisational cultures.

If you volunteer with a local charity or community group, it is worth checking what safeguarding policies are in place. If you aren’t sure they are up-to-date or cover all safeguarding requirements, visit Community Impact Bucks to find the latest safeguarding guidance for voluntary organisations and how your organisation can access tailored advice, support and training. You can also watch a series of short videos for volunteers to help you carry out your role safely.

Long Crendon Village Fete 2022

The 2021 Fete in September was a great success considering the date had to be moved because of Covid 19 and there was so little time to plan the event. Nevertheless, the Fete was extremely successful due to the amazing amount of work and effort put in by the Organisers, their Assistants, the Stall Holders and everyone who helped before and during the day. That said, without so many of you coming out in your droves to support us on the day and spending and giving so generously we would not have achieved what we did, thank you so much.

In 2022 we want to be better prepared so that we can expand on this year’s success and therefore the small initial Committee has already decided upon a date, Saturday 16th July. We hope to have more exhibits, stalls and offerings with more emphasis on children’s activities. We are telling you the date so that you can record it now because we will need as many of you as possible to support us before and on the day.

The notice below is the first of a series and we will advise you of our progress and let you know when we need assistance, advice and your cooperation to make the Fete in 2022 something we will all remember. Thank you.

Bill Meredith

Newsletter Long Crendon Library Boundary Wall – Added 13th October 2021

This Newsletter has been prepared in support of the rebuilding of the existing boundary wall to the Long Crendon Library site

Buckinghamshire Council are free holders of the property and therefore are authorized to carry out repairs and make good the property in accordance with the covenants and provisions contained in the Lease.

Further to the previously issued Newsletter regarding the existing Cherry Tree and its current effects on the library’s stone boundary wall and surrounding grounds, the commissioned Arborist Specialist has  confirmed that the necessary Planning application was successful and the resulting Decision Notice to  fell and remove the existing Cherry Tree has been issued.

The conclusion of the voting process, issued in the last Newsletter wasn’t absolutely conclusive, therefore, as the works are being carried out on Council Land, the casting vote was given to the designated Tree Officer, who agreed that the new sapling trees should be re-planted in the existing carpark adjacent the library.

The re-planted new sapling trees will be positioned in place of the existing cherry trees that have been removed. This work has now started on site and will be combined with the necessary ground works which includes the construction of the newly designed reinforced concrete retaining wall.

The construction of new tree pits, with a engineered cell system, is to ensure the roots of the new sapling trees are encouraged to (just) grow downwards and not unrestricted and into the brick/stone joints of the boundary wall as before. The Arborist specialists have suggested that November onwards is the best month to re-plant saplings, therefore it is estimated that the ground works, including the construction of the reinforced concrete wall, two new tree pits and re-taramcing will take up to approx. 3 to 4 weeks to complete. (The contractor will try to restrict his construction working space within the temporary fenced boundary, during these groundworks, but this maybe moved, from time to time, during the completion of this forth stage of works).

Thereafter, the remaining works will consist of rebuilding the stone boundary wall, and planting of the new sapling trees.

This Newsletter edition (#4) is to give notice that the next stages of the remedial works, will consist of removing the felled cherry tree stumps, construction of the new reinforced concrete retaining wall, construction of two tree pits and start releveling the existing carpark surface with new taramac.

This will mean the adjacent footpath/highway to the dismantled stone boundary wall will remained close until further notice.

The proposed Works Programme for this forth stage of these external repairs works is as follows-

• Ground works, including construction of reinforced concrete retaining wall by end of November 21
• Construction of two tree pits (within groundworks) by end of November 21
• Start new taramac carpark works (dependent on the new sapling positions) by end of November

St Marys Church – High Street – Acts of Kindness Concert – 24 October 2021

UPDATE – HEATING SYSTEM IN THE CHURCH IS NOT WORKING SO PLEASE WRAP UP WELL.

ACTS OF KINDNESS

A Sunday afternoon concert at St Mary’s at 3:30 on 24th October 2021

During lockdown musicians were desperate for places to rehearse. The Galliard Band are very grateful to Rev Richard Phillips for letting us use St Mary’s Church on Monday evenings.

It was a safe space with a beautiful acoustic, – ideal for recorders.

Now we are ready to share the results of our work in the form of a Sunday afternoon concert. The programme ranges from Scottish reels to Bach, Scott Joplin and 1940s jazz, interspersed with poems by Wendy Cope, Fleur Adcock and William Wordsworth ( no – not ‘Daffodils’).

The Band’s leader is Alan Hamilton. Generations of pupils at out local school will remember him as an inspirational teacher who introduced them to the treble recorder. Now you have a chance to hear experienced adults playing trebles, tenors, basses and even larger instruments.

If you like the idea of an hour of jolly, gentle music on a Sunday afternoon, come along to St Mary’s shortly before 3:30 on 24th October 2021. No tickets are needed, but donations to the Friends of St Mary’s would be very welcome.

Unavoidable Delays to Works on Chearsley Road

As you will be aware Transport for Buckinghamshire commenced works on 23rd August at Chearsley Road Long Crendon to install the new raised table with uncontrolled crossing point. Unfortunately due to an unexpected road closure being setup on Chilton Road half way through the week and traffic being diverted onto Chearsley Road this resulted in a delay with our contractor being able to complete the works by the end of last week.

The site was made safe for the weekend and the remaining works will be carried out on Wednesday 1st September and Thursday 2nd September under a road closure.

However, here are examples of some of the current sections of the drop-down menu covering various offerings including:

These will show entries copied directly from the website showing photographs and contact information. Clicking on any of these entries on the actual village website will provide further narrative and information. https://www.long-crendon.com

Should you have any questions please PM me or send an email to bill@millhousebarn.org

We hope many of you will be at the fete to visit our stand and enjoy the many activities and the offerings on other stalls. Just a note to remind everyone that the Long Crendon Village Fete is taking place at the Recreation Ground on Saturday 4th September 2021 from 12 noon to 1600 hours. All profits from this event will be put towards the cost of the new Wellbeing Centre.

The Fete will be opened by our local Member of  Parliament, Greg Smith and there should be something to interest everyone on the day.

There are many stalls and events so please come along to support this worthy cause. There are also many excellent Raffle prizes and as well as tickets (£1 each) being available at the Fete you can purchase them in advance from Long Crendon Butchers and the Village Centre.

Please remember to bring cash with you as we will not be able to accept contactless or card payments.

Long Crendon Village Calendar for 2022

The Long Crendon Parish Council is arranging for a calendar of historical photographs of the village to be produced by Nigel Allen for 2022. The proceeds, after costs, from the sale of theses calendars will go towards the funding of the new Wellbeing Centre. There is now an opportunity for businesses, residents or interested individuals to finance this initiative by donating £25 per entry to have their name recorded at the back of the calendar showing their continuing support for the new building.

Specimens of the calendar will be available to view at the forthcoming Village Fete on Saturday 4th September but the names of of the donors will not be added until later to allow time for people to make contact before the final print run.

If you would like to support this project please contact Councillor Bill Meredith ( bill@millhousebarn.org  or 01844 202393 ) to discuss the names to be recorded and to find out how to make your payment.

GIGACLEAR Message to Long Crendon – 9 April 2021

My name is Dom Hones and I am the Community Engagement Manager for your area.

Since 2010, Gigaclear have been working closely with rural communities across England to bring fibre-to-the-premise (FTTP) broadband to where it is needed most and as part of our broadband rollout programme Gigaclear are planning our network build to include Long Crendon.  Just like other utilities, building our network involves digging trenches in private land (with permission), the carriageway, verges, and paths.  I have attached a copy of our Stakeholder Brochure which explains more about Gigaclear and the work that we do, I have also included a copy of our Frequently Asked Questions document.

In the next couple of weeks, you may see our contractors in the area validating our plans.  Validation is when we walk the mapped-out route, identifying details within the plans that may need adjusting to make sure that we can build as planned. We are also in the process of confirming whether Long Crendon residents and businesses are eligible for the Government’s Rural Gigabit Connectivity (RGC) Programme.  Once this has been determined I will provide you with further details.

I currently do not have a timeline for when works may commence, but I will keep you updated on our progress.  Before we commence excavations, we will write to all residents included in the build programme informing them of the works that are taking place and what to expect during this period.  If residents would like to get in touch with us, please ask them to contact our dedicated Network Build Care team on the details below:

Email: networkbuildcare@gigaclear.com

Phone: 01865 591137

If you have any questions or if there is anything I can help with, please let me know.

Best regards

Dom

Walks

Use this Link https://www.long-crendon.com/directory/walking-in-buckinghamshire/to find out more about the Buckinghamshire Council’s Simply Walk Programme. Something for the future as this initiative is currently suspended due to Covid 19 but certainly a great way to meet people and keep fit.

About Simply Walk

Walking is a great way to get out and about and meet new people while improving your health and wellbeing. Simply Walkers are out in all weathers, smiling, talking and enjoying each others company.

Our volunteer-led walks run all year, with over 700 walkers who join us on one of over 50 walks across the county every week. Volunteer leaders are there to help you walk at your own pace, so there is no need to worry about being left behind, lost or feeling left out.

Remembrance Sunday (update 5/11)

The Royal British Legion has asked everyone to keep 2 minutes silence in their homes or on their doorsteps starting at 11am. The bell will be tolled in St Mary’s tower leading up to the start of the silence.

An Online Remembrance Service has been recorded, and will be available first thing on Sunday morning – a link will be posted on LoveCrendon, or search ‘3 Bucks Churches’ on YouTube.

There will be a short Act of Remembrance at the War Memorial at 10.55am, but only members of the armed forces, veterans, and their families are permitted to attend. Invited representatives of the Parish Council, Scouts, and the Royal British Legion will lay wreaths on our behalf. 2m distance must be kept between households, and no-one should attend if they have COVID-19 symptoms, are isolating, or in quarantine.

Thank you for helping our village mark Remembrance Day as best we can.

In line with the Government’s instructions, residents are requested to stay away from the War Memorial on Sunday. It is suggested that people stay at home and pay their respects, quietly there and observe the two minutes silence at 11.00 am.

We appreciate that this message will disappoint some people and we fully understand but these are strange times. We, like everyone else in the Country, must observe the terms of the “Lock Down” in order to get Covid 19 under control again. Otherwise, returning to normality will take very much longer.

World War One In Long Crendon

With Remembrance Day approaching you might like to look at an amazing publication on the history of the “Names of the Fallen” recorded on the two memorials in the Village. This is an incredibly detailed account of these individuals who gave their lives for their country in the First World War, and is written and researched by Pat Mullen and was completed in 2018.

You can find the link to this document in the Village Section of the website at the bottom of the War Memorial Page. It is an amazing record of past Village history.

Fallen tree @ Copse in Dog Walking Field – update 30 July 2020

A number of residents reported a fallen tree at the copse in the dog walking field at Harroell last month.

The tree has been inspected by the Clerk and also by a qualified tree surgeon.

It had/has basal/root rot.

We have decided not to touch it at the minute as we want to see what fungi fruit bodies pop up so we can assess the species associated with the decay as this might have implications on the other standing wood in the copse and there are things we may be able to do to limit any spread if so required.

The tree is fine in its fallen location but we may just put a few cuts in it to help secure it further. Its fallen location helps not to draw any attention to it and does not cause any trip hazards.

We may chip back into the undergrowth and stack cordwood to one side probably at the back of the wood for habitat, beetle banks etc. allow the fungi to have a good feed for years to come

Any questions please contact the Parish Clerk on LONGCRENDONPC@GMAIL.COM or 01844-396140

COVID19 – Vandalism at Harroell Park

The informational and instructional signs that were produced by the Parish Council and placed at the entrance to the Harroell Play area have been vandalised and wilfully destroyed.

As the Parish Council are still addressing the issues raised by the mandatory risk assessment which resulted in this playground remaining closed for the moment the signs will have to be replaced. This wastes time for the Parish Clerk that could otherwise be spent on something useful.

One piece of information on the signs was that the Council will be revisiting the closure decision 20 July 2020 and we confirm that work is ongoing to find a way to minimise risk and re-open, in consultation with the County Council and others.

The vandals were witnessed to be children of this village.

The Parish Council respectfully asks all parents to please advise that wilful vandalism and destruction of other peoples property is nasty, antisocial, and achieves very little.

The Parish Council respectfully request parents to please know where your children are and what they are doing.

Children are ignoring the signs , accessing the equipment, leaving litter and generally acting in an undisciplined way on a facility that is currently closed for their safety.

The Parish Council respectfully asks parents to continue to take an active role in helping our community ( as we know a large number currently do). Part of this involves closer supervision and better guidance to the children.

The children need responsible parents to help them deal with many aspects of the current pandemic whilst ways are found to re-open much admired play facilities.

We are sure all the parents in the village will support the Parish Council in this request.

COVID-19 Update 7 July 2020 – Playgrounds in Long Crendon

Update – 7 July 2020

The Parish Council have determined that at the moment that the under-19 play area at Harroell (including the skate ramps, the multi-use games area, swings, Zip wire, BMX track and bench) , the under 13 childrens play area at the recreation ground and the adults outside gym equipment on the recreation ground MUST remain closed as we are unable to meet the minimum safety standards.

The recreation grounds and the amenity field and community orchard (dog walking field) at Harroell will remain open.
Social distancing is still required and the public need to adhere to the national (England) guidance and legislation.

These are unmanned facilities.

Other Local authorities have manned facilities or other provisions for safety and each Council has been instructed to take specific account of local situations.

Despite recent improvements in the death rates from the COVID-19 virus there are still significant health risks to the general public which is why there are still severe restrictions in place in shops, public spaces, transport, leisure facilities etc.

PLEASE DO NOT TRESPASS

PARENTS & GUARDIANS- PLEASE EXPLAIN TO YOUR CHILDREN WHY THIS FACILITY IS STILL CLOSED

The communal nature of these facilities makes them places that are vulnerable to the spread of coronavirus (COVID-19)

Within National (England) guidelines the Parish Council have discretion over when they consider it safe to open for any activity permitted by legislation and may decide to remain closed if they are not able to safely follow the advice in the relevant guidance, to make the space COVID-19 secure.

The Parish Council has legal responsibilities under health and safety law, and must take reasonable measures to ensure the facility , access to it, and any equipment provided are safe for people using it, so far as is reasonably practicable.

The Parish Council will review the situation again on 20 July 2020.

Scamming – COVID19 information

Doorstep scammers are taking advantage of the COVID-19 emergency to con elderly and vulnerable people.

There has been a rise in the number of scam complaints related to the coronavirus outbreak, according to Buckinghamshire and Surrey Trading Standards team, who are urging members of the public to be aware. Since the beginning of the month the total number of scam complaints has increased by 40%.

Latest complaints include reports of a South Buckinghamshire woman in her 80s who answered the door to a man who tried to demand £220 in cash to complete a health and safety check. Additionally, there have been widespread complaints of scammers trying to take people’s bank details to cover payments for school meals whilst the schools are closed.

Residents are also being urged to be especially wary of people offering or selling:

· Virus testing kits – these are only offered by the NHS.

· Vaccines or miracle cures – there is currently no vaccine or cure.

· Shopping or medication collection services that require payment upfront.

· Home cleaning services.

· Overpriced or counterfeit products.

Residents must also be wary of emails, texts, telephone calls and messages via social media from scammers offering refunds on taxes or bills, as these are highly prevalent.

Trading Standards have provided some helpful tips to help prevent people from becoming victims of scams:

· Don’t be pressurised into making a decision. If someone is trying to rush you or panic you, they are probably trying to scam you.

· Only purchase goods from trusted retailers.

· Be suspicious of requests for money upfront.

· Do not give your bank card or bank details to a stranger. Never write your PIN number down.

· Know who you’re dealing with – if you don’t know the person who’s offering you help then ask to be introduced by someone that you know and trust.

Gareth Williams, Buckinghamshire County Council’s Cabinet Member for Communities and Public Health, said: “I am absolutely appalled that anyone would use a time of national emergency to target vulnerable and older people. This is as low as you can get.

I’m heartened by the fantastic number of people locally who want to help others, and I’d encourage anyone looking out for their elderly and vulnerable neighbours to keep an eye and ear out for these types of scammers.”

If you have information or are worried about coronavirus related scams please contact Trading Standards. You can email trading.standards@bucksandsurreytradingstandards.gov.uk or call on 01296 388788.

With immediate effect all meetings of the Parish Council will not take place in the Pavillion. Alternative arrangements for Council meetings are being worked on. I will issue updates when there is news on this topic. Signed Greg Lismore, Parish Clerk. 25 March 2020

UPDATE 18:00 – Sewage leak in Harroell field Sunday 13 May 2018

Contractors have been working all day to resolve the Sewer issue on Harroell Dog Walking Field. So far a large fatberg has been removed from the pipework and unfortunately an even larger fatberg is now totally blocking the link into the treatment plant. This will require some further specialist equipment tomorrow at the treatment plant. In the meantime the manhole in the Harroell field has been coned off. Please continue to avoid the spill area and keep your pets and children away from the sewage. Thank you. Greg Lismore – Parish Clerk 01844-396140

Please avoid the spill area and keep your pets and children away from the sewage. Thank you. Greg Lismore – Parish Clerk 01844-396140
